The ICUE was established in 2006 with the aim of facilitating international exchange among teacher education universities in the East Asia.

Currently, the ICUE has a total of 47 member institutions, including 18 from Korea, 13 from Japan, 15 from Greater China, and 1 from Mongolia. Notably, six key institutions—two from Korea (Seoul National University of Education, Kongju National University), two from China (Beijing Normal University, East China Normal University), and two from Japan (Tokyo Gakugei University, Osaka Kyoiku University)—rotate hosting the annual International Symposium and Executive Committee Meetings. Focusing on the region's unique challenges and opportunities, the symposium highlights educational reforms, teaching methodologies, and technology integration in classrooms. The event promotes international collaboration, advances research, and contributes to improving educational quality and equity in East Asia.
